A chaos analysis of the dry bulk shipping market
Finding low-dimensional chaos is a relevant issue as it could allow short-term reliable
forecasting. However, the existence of chaos in shipping freight rates remains an open and out-standing matter as previous research used methodology that can produce misleading results. Using daily data, this paper aims to unveil the nonlinear dynamics of the Baltic Dry Index that has been proposed as a measure of the shipping rates for certain raw materials. We tested for the existence of nonlinearity and low-dimensional chaos. We have also examined the chaotic dynamics throughout three sub-sampling periods, which have been determined by the volatility pattern of the series.
For this purpose, from a comprehensive view we apply several metric and topological techniques, including the most suitable methods for noisy time series analysis. The proposed methodology considers the characteristics of chaotic time series, such as nonlinearity, determinism, sensitivity to initial conditions, fractal dimension and recurrence. Although there is strong evidence of a nonlinear structure, a chaotic and, therefore, deterministic behavior cannot be assumed during the whole or the three periods considered. heteroscedastic (GARCH) model and exponential GARCH (EGARCH) model explain a significant part of the nonlinear structure that is found in the dry bulk shipping freight market
The impact of public reforms on the productivity of the Spanish ports: a parametric distance function approach
This paper tries to analyse the evolution of total factor productivity and its
decomposition between 1986 and 2005 in the Spanish port authorities using a
parametric distance function approach. Panel data for different outputs and
inputs for the last 20 years have been constructed. During this period, the
Spanish port authorities suffered three important regulatory changes. The results
show that technical progress and scale efficiency gains contributed to improve
total factor productivity whereas pure technical efficiency affected negatively. The
change in the model of port management from a service port model to a landlord
port model, the adoption of certain technologies and the possible existence of
overcapacity caused by an increasing port competition, could explain these
results
Passenger transport planning. A benefit-cost analysis of the high speed railway: the case of Spain
ABSTRACT. In the current economical and financial crisis, the economic evaluation of transport
infrastructure investment projects is of most importance. Given the need of most
governments to reduce spending and control the deficit, having tools that facilitate
decision-making seems to be a key objective. This paper examines several high speed
lines in Spain, by using the benefit-cost analysis (BCA), in order to obtain more
information and determine the social costs and benefits linked to each project. Such
analysis allows determining whether costs are higher than benefits, so the net social
benefit is positive. Similarly, an Internal Rate of Return (IRR) per project is determined,
in order to classify investments with positive BCA.RESUMEN. En la actual crisis económica y financiera, la evaluación económica de proyectos de
inversión en infraestructura de transporte es de mayor importancia. Dada la necesidad
de la mayoría de los gobiernos para reducir el gasto y controlar el déficit, contar con
herramientas que faciliten la toma de decisiones parece ser un objetivo clave. Este
documento examina varias líneas de alta velocidad en España, utilizando el análisis
de costo-beneficio (ACB), con el fin de obtener más información y determinar los
costos y beneficios sociales relacionados con cada proyecto. Este tipo de análisis
permite determinar si los costos son más altos que los beneficios, por lo que el
beneficio social neto es positivo. Del mismo modo, a una Tasa Interna de Retorno
(TIR) por proyecto se determina, con el fin de clasificar las inversiones con resultados
positivos ABC
From the boom to the collapse: a technical efficiency analysis of the Spanish construction industry during the financial crisis.
Despite its contribution to the Spanish economy, as far as the authors are aware, the technical efficiency of the Spanish construction industry has neither been measured nor have the factors influencing it been analyzed. This paper measures the technical efficiency of the Spanish construction sector before and during the current financial crisis and investigates the degree to which factors influencing efficiency levels in this sector have changed. Stochastic frontier analysis (SFA) methods are applied to firm-level data (692 constructions firms) over the period 1996-2011. The results show that the average Technical Efficiency of the sector is 0.85. Results also indicate that variables affecting Technical Efficiency in the construction sector must be analyzed depending on real state cycle. Based on the findings, policy recommendations to improve the sector efficiency were developed.
Important factors affecting efficiency change have been identified, and some managerial recommendations to increase the sector efficiency have been developed. The main recommendations for construction companies include: (1) cooperation and company mergers have a positive impact on companies’ efficiency; (2) accumulation of excessive financial burden damages the business long-term stability; and (3) business strategy should be tailored to economic prospects
Rentabilidad social de las inversiones públicas: Análisis Coste Beneficio del AVE Madrid-Valencia
El AVE se ha convertido en los últimos años en el principal receptor de la
inversión pública española en infraestructuras. Desde que la primera línea se inaugurara
en Abril de 1992, la red ferroviaria de alta velocidad se ha visto incrementada
notablemente con 4 líneas en pleno funcionamiento, y muchas otras en construcción o
en proyecto, siendo en la actualidad la red de AV más extensa de Europa y la tercera en
todo el mundo.
En este contexto es preciso evaluar la rentabilidad social de estos proyectos de inversión
pública y determinar una tasa de retorno social, para ello es necesario tener en cuenta no
solo los costes y beneficios del tren de alta velocidad, sino también la estructura de
costes y beneficios asociados al resto de medios de transporte alternativos. Por otro
lado, a la hora de determinar la viabilidad económica del proyecto, será necesario
establecer el volumen inicial de demanda, constituyéndose en factor clave a la hora de
configurar el resultado final.

Incertidumbre en la demanda y sobrecapacidad en la infraestructura portuaria: el papel de los pasajeros y el efecto de la regulación.
ABSTRACT. This paper tries to assess the possible existence of excess of capacity for the Spanish port infrastructures. In order to do this, we estimate a cost function system considering the existence of demand uncertainty of cargo and passengers for port authorities. We find that, in order to fulfil the regularity conditions of the cost function system, we have to specify both demands as uncertain. The results show the importance of passenger variability in terms of demand of variable inputs and the use of quasi-fixed input. We also demonstrate the excess of capacity from the calculation of the shadow price of the quasi-fixed input after controlling demand uncertainty. Finally, some factors as the size of the port authorities’ hinterland, the relative specialization in containerised general cargo or passengers, the size of ports, the profitability rate or port regulation are considered as determinants of this excess of capacity.RESUMEN. Se estudia la posible existencia de exceso de capacidad en las infraestructuras portuarias españolas. Para ello se estima un sistema de costes para las autoridades portuarias españolas en el que se incluye la incertidumbre en la demanda tanto para el tráfico de mercancía como para el de pasajeros. Se ha encontrado que para que sistema de costes cumpla todas las condiciones de regularidad es necesario incluir en la especificación la incertidumbre. Los resultados muestran la importancia de la variabilidad de pasajeros dado su efecto en las demandas de los factores productivos y en el uso del input quasi-fijo. También se demuestra la existencia de sobrecapacidad a partir del cálculo del precio sombra del input quasi-fijo una vez controlada la incertidumbre de la demanda. Finalmente, algunos factores tales como el tamaño del hinterland en el que la autoridad portuaria está localizada, la especialización relativa de la autoridad portuaria en los tráficos de contenedores y pasajeros, el tamaño de los puertos o su rentabilidad han sido considerados como posibles determinantes de este exceso de capacidad
El papel del sector público en la generación de innovación en la UE (2003-2010)
La innovación en Europa tiene numerosos componentes o determinantes. En este trabajo, se han
detectado tres de sus determinantes, como son la plataforma tecnológica, el capital humano y los
factores colaborativos entre empresas, que denominamos capital relacional. Además, hemos
identificado el grado de eficiencia de cada país en la producción de innovación en la Europa
Comunitaria utilizando fronteras de producción estocásticas. Los resultados muestran que el
determinante más influyente sobre la innovación europea es el capital tecnológico, compuesto
por gastos en I+D de origen tanto público como privado, seguido del capital humano –que
también está formado por recursos mixtos- y en tercer lugar, el capital relacional, cuya variable
solamente considera PYMES de capital privado. En todos ellos, el sector público juega, directa
o indirectamente, un papel relevante en su desarrollo. Además, Suecia, Finlandia y Alemania los
países generadores de innovación más eficientes, mientras que Bulgaria, Lituania y Rumanía
presentan los peores resultados
